A Strategic Highway Safety Plan (SHSP) is a major component and requirement of the Highway Safety Improvement Program (HSIP) under the FAST act. All 50 states are required to develop and implement an SHSP that demonstrates a consultative process with stakeholders and a data-driven process to prioritize and select emphasis areas. Many states, including Florida, listed “motorcycle safety” as one of the emphasis areas in their SHSP. Florida took a further step to develop a Motorcycle Safety Strategic Plan (MSSP) that aims to provide focused and coordinated guidance for its comprehensive motorcycle safety program. The Florida Motorcycle Safety Coalition is responsible for the implementation of the MSSP.

Dr. Chanyoung Lee is the Program Director of the Motorcycle Injury Prevention (MIP) team at the Center for Urban Transportation Research (CUTR) in the University of South Florida. His primary area of specialization is in the field of transportation safety, including: behavioral traffic safety, experimental design and data analysis, human factors, and GIS. He was a member of FHWA Motorcycle Advisory Council (MAC) and Transportation Research Board (TRB) motorcycle safety committee (ANF30). Currently, he is the principal investigator for a comprehensive motorcycle safety grant from the Florida Department of Transportation which provides administrative and technical support for the Florida Motorcycle Safety Program.
