The Art of the Deal – Pavement Preservation

The Florida LTAP Center in partnership with the Florida Pavement Preservation Council presents the “Pavement Preservation Wednesday” Webinar Series. This series will take place on the last Wednesday of the month in 2022.

This course lays out for attendees the key components for successfully starting a Pavement Preservation Program in 2023. We will hear from two members of the FPPC Advisory Board who have both launched programs recently. They will highlight the obstacles to deploying preservation and the best strategies to maneuver around them. During the webinar, attendees will learn how to anticipate the most common objections for using Pavement Preservation and the best responses for each type of decision maker and influencer involved in the process. We will supply various examples and third-party data available to make any debate easier to tackle. For anyone who wants to get a preservation program up and running but doesn’t know where to start, this course will walk you through the steps that work in any agency. By listening and learning from key leaders in the space you’ll be better prepared to start the journey today.

Learning Objectives

1. Familiarize yourself with some of the most common challenges facing agencies that want to start a new Pavement Preservation Program.
2. Learn about the key steps each agency should take to get their program off the ground.
3. Become an “example expert” after seeing a myriad of humorous and engaging real life analogies that help point out the advantages of having a Pavement Preservation First mindset.
4. See how other local agencies are practicing Pavement Preservation and learn what does and doesn’t work.
5. Understand the “why” and how to introduce it to various stakeholders at your agency.

This webinar is provided at no cost and will award a certificate of training listing the Professional Development Hours (PDHs) or a certificate of completion verifying your attendance. Certificates will be awarded only for fully attending and completing this webinar. A total of 1.5 PDHs can be earned.

Panelist Bios:

Chris Evers is the Executive Coordinator from the Florida Pavement Preservation Council in addition to his role with Pavement Technology Inc., a company he joined in 2012. Chris was instrumental in the founding of the Florida Pavement Preservation Council in 2010. Chris has over 26 years of experience in the heavy highway construction industry. Chris has been involved in all facets of heavy highway educational efforts. He is the Past President of the American Public Works Association Florida Chapter. His involvement in the Florida Chapter has spanned a multitude of Committee Chairs, Task Forces and Officer Positions. In 2012 he founded the Public Works Director Roundtable and he also moderates the International PWD Roundtable at PWX. He has been an active speaker for APWA, FACERS, ASCE, ASHE, ARRA, Florida T2 Center, and the Florida Airports Council. A faithful disciple of Pavement Preservation, he will be our presenter today.

Brian Singleton, P.E. is a UF Gator Grad and has 16 years of experience in pavement management. He is currently serving as the Public Works Director/City Engineer for Gainesville, FL and manages the Roadway Capital Projects, Stormwater Utility, Right-of-way Maintenance, Solid Waste and Mosquito Control functions of the City; prior to his employment with the City he was employed by the Alachua County in the roles of Intern, Project Engineer, Transportation Engineer, Contracts/Design Manager and Assistant Public Works Director. Brian is a past president for FACERS and currently serves on the Board as the Municipal Member Director. Brian is also a member of the Florida Pavement Preservation Council Advisory Board. He is a 5th generation Alachua County resident and in his spare time enjoys music & concerts of all types, spending time at the shooting range or anywhere on or in the water with the sun shining.

Troy McCain has over 30 years in municipal work at the City of Lakeland Florida, Troy has worked in several departments including surveying, GIS and Construction and Maintenance. The last 15 years in Lakeland Troy was the Pavement Management Coordinator where he managed all roadway preservation and capital improvement projects. Troy is currently the Senior Project Manager for Hernando County where he manages all County Roads, Parking Lots and Trails. Troy is a member of the West Coast Branch of APWA where he served as Chairman in 2016 and currently chairs the Transportation committee for the Florida Chapter of APWA. Troy is also a member of the Florida Pavement Preservation Council Advisory Board.
