Strategies to Alleviate Traffic Congestion 3-Part Series

The Florida LTAP Center presents this 3-Part webinar series on Strategies to Alleviate Traffic Congestion. This webinar series is designed to provide participants with tools to alleviate traffic congestion by either adding capacity or reducing demand.

Upon completion of the webinar, participants will be able to

• Understand the traffic congestion problem and its causes.
• Have the knowledge necessary to develop a coordinated program to manage traffic congestion (improve mobility & accessibility).
• Recognize funding & institutional measures.
• Know tools available to manage congestion:
  • Existing roadways
  • New roadways
  • Providing transit services
  • Managing transportation demand

Part 1 of 3 – Introduction (8/18/2022)
In this first session, attendees will learn the reasons for traffic congestion and how to develop a coordinated program to alleviate traffic congestion, presenting the toolbox concept to manage traffic congestion, improving mobility and accessibility, by either adding capacity (Part 2) or managing demand (Part 3).

Part 2 of 3 – Adding Capacity (8/25/2022)
In this second session attendees will learn to how add capacity to both existing highways and new highways, learning tool applicable to urban freeways and expressways, and signalized arterials and local streets. Attendees will also learn how to squeeze the maximum capacity of their existing systems, including incident management, surveillance, ramp metering, high-occupancy vehicle (HOV) facilities, moveable barriers, and others. For new facilities, attendees will learn about access management, roundabouts, and temporary traffic control.

Part 3 of 3 – Managing Demand (9/1/2022)
In this third session attendees will learn about land use policies, demand management and transit services, including rail and bus systems, paratransit, and other tools. Attendees will learn about growth management, road pricing, ridesharing, trip reduction ordinances and their application. Finally, attendees will also learn about funding sources and institutional measures.

These webinars are provided at no cost and will award a certificate of training for attendees requesting Professional Development Hours (PDHs) or a certificate of completion verifying your attendance. Certificates will be awarded only for fully attending each webinar. Each session will award 2.0 PDHs each. A total of 6.0 PDHs can be earned for fully attending all 3 sessions. Space for this webinar is limited, and Florida local agencies are being given first priority!

Instructor Bio:

Juan M. Morales, P.E. is the president of J.M. Morales & Associates, P.C., a traffic engineering and traffic safety consulting firm located in Orlando, Florida. Prior to starting his transportation engineering consulting firm in 1995, Mr. Morales served as director of technical programs for the Institute of Transportation Engineers (ITE), including directing ITE’s Educational Foundation and serving as ITE’s liaison to the National Committee on Uniform Traffic Control Devices. Prior to joining ITE, Mr. Juan worked as a traffic and research engineer for the Federal Highway Administration (FHWA) in McLean, VA, where he was actively involved in traffic control, highway safety, congestion management, and traffic simulation. Mr. Morales holds a Master’s Degree in Civil Engineering from the Georgia Tech and a Bachelor’s Degree in Civil Engineering from the University of Puerto Rico. He is a registered professional engineer in Florida, Virginia and Puerto Rico.  He is a member of ITE, ATSSA, and a certified instructor for both the National Highway Institute (NHI) and ATSSA.
