This training will provide a detailed look at Sections 1, 2, 3, and 5 of the Manual on Uniform Traffic Control Devices (MUTCD). This will be a great opportunity for participants to get a good understanding of the requirements of these sections. The training will stress understanding of the MUTCD and its principles and will provide an overview of the MUTCD. We will have a detailed discussion of Part 1) General Information, Part 2) Signing, Part 3) Pavement Markings, and Part 5) Traffic Control Devices for Low Volume Roads.
LEARNING OBJECTIVES
- Know the basic guidelines for sign usage and the method of installation per the MUTCD.
- Appropriately use the reasons or warrants for proper sign selection.
- Identify the standards and guidelines for installation of pavement markings.
- List the basics of temporary traffic control.
- Describe how to protect yourself from potential liability.
PART 1 of 3 – Basics of Signs and Signing (8/3/23 | 10am-12pm)
In this session, attendees will learn how to read and interpret the MUTCD, the basic requirements of signs and how to meet them, and how the MUTCD achieves uniformity and why it’s important. We will also review how to determine a sign location and how to meet the retro-reflectivity requirements.
PART 2 of 3 – Warrants and Use of Signs (8/10/23 | 10am-12pm)
In session two, attendees will learn reasons and warrants for sign installation, signs found in the MUTCD and their use, and how to select curve warning signage. We will also consider how to enhance conspicuity of signs and review guidelines for object markers and delineators.
PART 3 of 3 – Pavement Markings, Temporary Traffic Control, and Liability (8/17/23 | 10am-12pm)
In session three, attendees will learn the guidelines for longitudinal markings (striping) and transverse markings (words, symbols, stop lines, crosswalks, etc.). We will also review the basics of temporary traffic control and how to protect yourself from potential liability.

Instructor Bio:
Todd Morrison, P.E. is a road safety advocate as a speaker, workshop instructor, and online trainer. For the past twelve years he has worked for numerous Contractors, Local Technical Assistance Programs, Cities, Counties, and DOT’s. He has taught over 500 workshops and trained over 15000 individuals. He retired from the Kentucky Transportation Cabinet after serving in the Divisions of Construction, Maintenance and Traffic. At the Cabinet, he worked with environmental, work zone, construction and maintenance concerns as an Environmental Coordinator, Maintenance/Traffic Engineer, and as a Branch Manager for Operations. Recently, Todd served for two years as Kentucky’s Safety Circuit Rider helping local agencies identify low cost improvements to reduce crashes. Todd is an ATSSA certified Traffic Control Supervisor, Flagging Instructor, and Traffic Control Design Specialist.
