
The Florida LTAP Center is pleased to offer
the Road Safety Champion Program (RSCP) 7-part webinar series.
The Road Safety Champion Program (RSCP) is a nationally recognized certificate program designed to build a knowledgeable, safety minded workforce, responsible for operating, maintaining, and designing local roads. Road Safety Champions prioritize safety and are motivated to implement safety improvements that reduce fatalities and serious injuries on rural and local roadways. The RSCP is open to all staff from transportation, public health, and law enforcement agencies who have an interest in roadway safety but are not safety experts. Think of it as a “Roadway Safety 101” course.
This 7-part webinar series includes the Level 1
Core Modules (CM), required for all Career Pathways.
The RSCP includes core modules and career focused pathways:
- The core modules provide an overall foundation of roadway safety knowledge through seven modules. All participants who take these modules will learn the basics they need to know.
- The career focused pathways are based on your career field and provide more targeted information. Pick one of the four pathways*, complete the modules, and voila – you’re a road safety champion!
*Note: the Road Safety Champion Program (RSCP) certificate is not a degree or professional certification. The Career Focused Pathways are still under development and will be offered in the future.

MODULE 1 - Introduction to Road Safety (6/8/2023)
This two-hour training provides an overview of safety trends, an understanding of the national safety vision, and discusses techniques for safety collaboration. It will also discuss the importance of prioritizing safety and how an individual can become a Road Safety Champion. The goal of this module is to provide a high-level overview of road safety in the United States, including an introduction to the concepts that will be covered in the Level 1 Road Safety Champion Program certificate.

◾ Identify jurisdictional and geographical differences in road safety
◾ Describe national safety efforts
◾ Describe collaborative techniques for improving safety
MODULE 2 - Anatomy of a Crash - Understanding Human Factors (6/15/2023)
This two-hour training will provide an overview of human factors principles and a framework for crash analysis. It will allow the non-expert in human factors to more effectively bring consideration of the road user’s capabilities and limitations into policies and practices. Knowing how road users interact with their vehicle, the roadway and other road users can also provide useful insights to the process of crash analysis. Armed with that knowledge, construction and maintenance personnel, planners, engineers, public health professionals and law enforcement can work together to target appropriate countermeasures to help reduce injury crashes. The goal is to equip practitioners who do not work in or deal directly with human factors to better understand them and the role they play in roadway system policy, design, and operations.

◾ Describe how current geometric design and traffic operations practices address human factors
MODULE 3 - Introduction to Traffic Safety Culture (6/22/2023)
This training introduces growing positive traffic safety culture to significantly improve road safety in America. Participants will leave the training with a better understanding of the elements that shape traffic safety culture, how those factors interact to affect behaviors related to traffic safety, strategies that can be implemented to improve traffic safety culture among various groups, and ideas about how they can leverage their role (and the role of others) in growing a positive traffic safety culture. The goal is to provide a high-level overview of traffic safety culture and strategies to foster improved traffic safety culture.

◾ Define how we develop beliefs

◾ Identify strategies that grow traffic safety culture
MODULE 4 - Overview of the MUTCD (6/29/2023)
This module is an introduction and overview of the Manual on Uniform Traffic Control Devices (MUTCD). The MUTCD defines the standards by which traffic signs, road surface markings, and signals are designed, installed, and used on all public streets, highways, bikeways, and private roads open to public traffic. This module will help participants become aware of the need for uniformity of traffic control devices. Emphasis will be given to an understanding of the MUTCD, Traffic Control Devices, and Temporary Traffic Control. The goal of this module is for participants to understand the purpose of the Manual on Uniform Traffic Control Devices (MUTCD), and how to use it.

◾ Understand the purpose and the organization of the MUTCD
◾ Understand the purpose of Traffic Control Devices (TCDs) and identify their five principles
◾ Describe the fundamental principles of Temporary Traffic Control (TTC) and list the four components of the TTC zones
MODULE 5 - Intersection of Transportation with Public Health and Law Enforcement (7/6/2023)
This two-hour training will discuss the need for transportation, public health and law enforcement agencies to work together on the road to zero and strategies to achieve this. The goal of this module is for attendees to understand the role the public health and law enforcement sectors have in breaking down transportation safety silos which leads to reducing fatalities and serious injuries.

◾ Reiterate the importance of transportation safety from multiple perspectives
◾ Identify how law enforcement and public health are intertwined in transportation safety
◾ Describe collaborative approach strategies to break down silos
MODULE 6 - Reading the Roadway (7/13/2023)
This two-hour training will teach participants how to “read the road” as well as the importance of doing so in daily activities. It will use real world examples on different roadway components to demonstrate how participants may be able to uncover potential safety issues during their routine activities. It will also discuss how the road safety audit process can be used to “read the road” in a more formal approach. The training will also discuss the consequences daily activities of workers may have on safety. The goal of this module is for participants to be able to “read the road” as well as understand the importance of doing so in daily activities.

◾ Define what is meant by “reading the road”
◾ Identify potential safety issues or identify any indications which suggest road users may have problems traveling or navigating a roadway
◾ Identify “reading the road” step(s) in the Road Safety Audit (RSA) process
◾ Demonstrate the steps of a RSA
MODULE 7 - Safety Analysis Process (7/20/2023)
The safety analysis process, as part of the FHWA Safety Toolkit, is a systematic process for identifying the factors that can contribute to crashes and implementing effective countermeasures. It is a best practice method that is flexible and can be used to fit your needs. This two-hour training will cover the safety analysis process and discuss how it can be applied using two different complementary analysis methods: the traditional site analysis and the systemic analysis. Additionally, case studies will be utilized to demonstrate practical applications on the process. The goal of this module is for participants to understand the steps in the safety analysis process and be able to apply the process to both a traditional site review and systemic network screening.

◾ Explain the steps in the safety analysis process
◾ Identify the data/information needed to assess the safety of roadway locations
◾ Describe practical and low-cost countermeasures and their potential impacts
◾ Apply the safety analysis process in various scenarios
These webinars are provided at no cost and will award a certificate to those fully attending and completing each webinar. Professional Development Hours (PDHs) will be provided to those that request these during registration.
Each module offers 2.0 PDHs, for a total of 14 PDHs if you attend all 7 sessions.

Instructor Bio:
Larry Hagen, P.E., PTOE, RSP is the owner of Hagen Consulting Services, LLC. He has worked in the public sector, the private sector, and academia. He is a Fellow of the Institute of Transportation Engineers (ITE) and a former board member of the Florida Section of ITE, serving as President in 2002. He holds Bachelors and Masters degrees in Civil Engineering from the University of Florida. He is a registered Professional Engineer in Florida and Georgia, and is a certified Professional Traffic Operations Engineer (PTOE) and a certified Road Safety Professional (RSP). He has over 30 years of experience doing transportation engineering work throughout the state of Florida.
