This webinar will focus on the basics of transportation planning, programming, funding, and decision-making processes used at various levels to move projects from conception to fruition. The webinar begins with a discussion of planning and programming activities at various governmental levels, the players involved in those decision-making processes, and the connections between planning and programming. The webinar then discusses the MPO decision-making process, one of the less broadly understood governmental levels, in a little more detail. The webinar will conclude with a discussion of funding sources and programs at federal, state, and local levels. The objective is to provide basic information on transportation planning, programming, and funding for an audience that is not familiar with these decision-making processes.

Instructor Bio:

Jeff KramerJeff Kramer, AICP, is a Senior Research Associate with the Center for Urban Transportation Research (CUTR) at the University of South Florida (USF) in Tampa, FL. His research primarily focuses on MPO policy, planning, and processes and public engagement in governmental decision-making processes. He has published numerous papers and articles focusing on various aspects of metropolitan transportation planning and public engagement and was the Principal Investigator for the report MPO Staffing and Organizational Structures published by the Federal Highway Administration in October 2017. Mr. Kramer has worked with MPOs and DOTs across the country and provides ongoing research and training support to the Florida MPO Advisory Council (MPOAC). He is a member of the TRB Standing Committee on Public Engagement and Communications (AJE40) and the American Institute of Certified Planners. Mr. Kramer holds a Master’s degree in City Planning from the Georgia Institute of Technology and a Bachelor’s degree in Government from Cornell University.
