The FDOT State Safety Office is excited to announce that Signal 4 Analytics (S4) is now FDOT’s official crash data repository and the sole source of crash information for FDOT Safety Analyses. The best parts of FDOT’s previous platform, the Crash Analysis Reporting (CAR) System, have been combined with S4’s visualization capabilities and easy to use customer interface. Moving forward, S4 will be FDOT’s ONE SOURCE of crash data.
In this training specifically geared toward MPO staff and our local partners, you will learn more about several key features of the upgraded S4 Analytics platform, including easy to use visual interface to dynamically filter and query, access to both state and local roadway network, detailed pedestrian & bicycle crash-typing, and summary data charts.

Benjamin Jacobs is the current Crash Records and Research Administrator for the Florida Department of Transportation’s State Safety Office. He has been the Administrator since 2013 and has worked with the State Safety Office in the Crash Records section since 1993. He is the current subject matter expert on the FDOT’s crash database and systems. The SSO Crash Records section maintains the FDOT’s crash database and they work to support and enable roadway-related crash data research.
Benazir Portal, P.E., PTOE, RSP, IMSA II is an Associate Engineer with Kittelson & Associates and a consultant to FDOT’s State Safety Office. Benazir is the primary author of FDOT’s Crash Data Guidance, and her experience includes traffic operations analysis, Road Safety Audits, identification of safety and operational improvements, signing and marking improvements, development of Transit Signal Priority (TSP) plans, ramp metering feasibility evaluation and implementation, freeway operational evaluations, transportation impact studies, and parking studies. Benazir has also supported FDOT Central Office with the update and development of the Manual of Uniform Traffic Studies (MUTS), the Highway Safety Improvement Program (HSIP) Manual, and the Intersection Control Evaluation (ICE) Manual and associated trainings.
Ryan Cunningham, P.E., RSP is a Principal Engineer with Kittelson & Associates and the FDOT’s State Safety Office Consultant Support project manager. Ryan studied Civil Engineering and Transportation Systems at the University of Central Florida, where he worked in conjunction with FDOT toward the development of ITS strategies to manage congestion and improve safety on freeways. Ryan is passionate about transportation safety, with a broad background spanning from improving ped/bike safety to developing Vision Zero action plans, and his experience includes traffic operations, transportation planning, complete streets, and TSM&O.
