Course Overview
This training course is designed to provide an overview of the Basic Service Approach to traffic signal management. Initially defined in FHWA’s 2009 report Successful Traffic Signal Management: The Basic Service Approach, documentation on the approach has been supplemented by additional FHWA publications, including Traffic Signal Management Plans (2015), Applying Transportation Asset Management to Traffic Signals: A Primer (2022), and Traffic Signal Program Handbook (2023). This course is based on information from all four reports, and includes an emphasis on the policies, procedures, and practices utilized in the State of Florida.
The Basic Service Approach is intended to assist agencies in developing a successful traffic signal management program, providing guidance on how to ensure their traffic signals and their systems are planned, operated, and maintained to provide measurable safety and mobility benefits to road users. This eight-hour course has been structured to address key elements of the Basic Service Approach concept, and includes a discussion of the State of the Practice, an introduction to the Basic Service concept, how to develop and refine a traffic signal program, and the creation of a Traffic Signal Management Plan. This webinar series is presented by the Florida Department of Transportation (FDOT) and the Center for Urban Transportation Research (CUTR) at the University of South Florida (USF).
Learning Objectives:
- Describe the core principles of the Basic Service Approach to traffic signal management
- Identify characteristics of successful and struggling traffic signal programs
- Understand how agency context influences traffic signal management decisions
- Apply the GcOST (Goals, Context, Objectives, Strategies, Tactics) framework to traffic signal programs
- Recognize key elements needed to develop and sustain an effective traffic signal program
- Understand the purpose, structure, and benefits of a Traffic Signal Management Plan
