Strategic management and planning looks ahead towards desired goals, and performance measurement looks back at achievements. Combined, strategic and administrative planning, performance measurement, and implementation reporting form a circle – a continuous process of governing-for-results.
The term government-for-results refers to the system of spending and measuring results of spending whereby a government, both the executive and legislative branches, focuses decisions and activities on the end benefits, as well as costs of, government activities and actions. This means maximizing the quality of services and programs to the government’s citizens and developing proper ways to measure the end outcomes of those services and programs, especially in the opinion of customers.
As local governments’ focus on transparency and accountability has become more of a norm, the benefit of open strategic management and planning has caught on in the recent past. In this session, the intent is to hear from public agencies on how to put your municipal administrative and strategic plans in action, generating a return on investment for the respective communities.
