FDOT No. BT-05-0151. The Local Agency Program or “LAP” Workshop is a triennial class that offers an overview of Federal-aid Highway and Local Agency Programs changes or areas of special emphasis identified through audits or increase in frequency in the programs. These sessions are presented by functional area experts from the Florida Department of Transportation (FDOT) and the Federal Highway Administration (FHWA), Florida Division Office. Presenters incorporate examples from LAP projects as applicable. Attendance is required for LAP certified local agencies per the Local Programs Manual Chapter 7.

LAP Virtual Workshop 2022 Part 1 of 4

In the first hour of this session, FDOT and FHWA will discuss Right of Way Requirements, Temporary Easements vs. Permanent Easements, License Agreements, and Donations. In hour two, staff from the Office of Environmental Management (OEM) will be on hand to discuss Project Commitment Records, NEPA Certifications, and the SLIP Study.

This session awards 1.75 PDHs.

LAP Virtual Workshop 2022 Part 2 of 4

In hour one of this session, FDOT staff will discuss the Local Programs application and present the GIS LAP mapping application with a demonstration. In the second hour, we will cover the Roadway Characteristics Inventory (RCI), including data collection requirements for Off-System/Off-Federal Aid Roadways, as well as the current process defined in the WP instruction and RCI system to collect feedback.

This session awards 1.75 PDHs.

In the first hour of this session, the FDOT State Maintenance Office (SMO) will discuss Commercial Inspections and other various topics. In hour two, Federal Highway Administration (FHWA) staff will be on hand to discuss the latest updates from FHWA.

LAP Virtual Workshop 2022 Part 4 of 4

In this session, staff from the Florida Local Technical Assistance Program (LTAP) Center, FDOT LAP Community of Practice (CoP), and other stakeholders will be on hand to discuss the resources available to local agencies. We will end this session with a Roundtable Q&A and Information Sharing session with various presenters and District staff.

This session awards 2.0 PDHs.
