Intersections are designed points of conflict in a roadway network and are associated with a significant proportion of traffic crashes leading to fatalities and injuries. While certain intersection characteristics contribute to the likelihood and severity of crashes, there are several intersection designs and control strategies that can improve safety, mobility, and connectivity. Intersection designs that reduce the number of conflict points, control conflict angles, and manage speeds are most effective at enhancing safety and improving operations. The intersection control evaluation (ICE) procedure facilitates a comprehensive evaluation of potential intersection alternatives to identify an optimal intersection strategy that meets the project’s purpose and need, fits the intersection location’s context classification, provides safe and efficient travel for all road users, and reflects the best value.

The Florida Department of Transportation (FDOT) adopted the ICE process in 2018 to provide a means for objective evaluations of intersection control types or strategies for a range of activities on the State Highway System. FDOT’s ICE procedure entails a stagewise framework to evaluate and screen different intersection alternatives using performance-based metrics in terms of vehicular capacity, road users’ safety, pedestrian and bicycle accommodations, and economic viability. This webinar will provide a high-level overview of the intersection control evaluation (ICE) process in Florida.
