Florida Pavement Preservation Council

We are officially bringing back one of our most popular recorded webinar series from 2020 with a complete modern overhaul! This “remake” has been updated with the latest industry data and research-backed results to ensure your agency stays ahead of the curve. This version features a significant increase in video content of real-world processes to show you exactly how these techniques look in the field. Additionally, we have designed Part 5 to be a highly interactive experience, offering great opportunities for you to engage directly with our experts and get your specific questions answered.

In partnership with the Florida Pavement Preservation Council, the Florida LTAP Center is hosting this 5-part series to take you from the basics of asset management to advanced roadway reclamation.

Learning Objectives

  • Strategic Analysis: Identify your agency’s specific needs by analyzing roadway network conditions and deploying effective asset management techniques.
  • Transition to Needs-Based Planning: Master proper distress identification to move your organization toward high-efficiency, needs-based planning.
  • Treatment Mastery: Define and review specific preservation treatments with a focus on success stories from peer agencies.
  • Long-Term Sustainability: Learn how to ensure your pavement preservation program thrives over the long term, regardless of agency size.

Part 1: The Basics (3/18/2026)
Presenters: Chris Evers and Todd Shields

This training introduces the fundamental concepts of pavement management planning and preservation. We will specifically explore metrics like Remaining Service Life and Pavement Condition Index while explaining why “Worst First” strategies often lead to budgetary failure.

Part 2: Distress Identification and Analysis (3/27/2026)
Presenter: Chris Evers

Properly identifying pavement issues is the vital first step in preparing any effective treatment plan. You will learn to decode what different distresses indicate about the underlying structure, ensuring you select the best course of action before spending a dime on repairs.

Part 3: Top of the Curve Treatments (4/22/2026)
Presenters: Kris Shane and Zach Helm

This session begins unpacking the specific treatments successful agencies use to keep “good roads good.” We will cover asphalt rejuvenation, crack seal, fog seals, chip seals, and microsurfacing with a heavy emphasis on using decision trees to identify the perfect candidate for each treatment.

Part 4: Thin Overlay, In-Place Recycling, and Reclamation (5/13/2026)
Presenters: Todd Gonser and Matt LaChance

Continuing down the deterioration curve, we look at more intensive methods like thin overlay treatments utilizing WMA, hot/cold in-place recycling and full-depth reclamation. You will learn how to get the highest return on investment for these treatments by implementing them at the proper point of the curve.

Part 5: Interactive Q&A Panel Discussion (7/29/2026)
Panelists: Chris Evers, Todd Shields, Zack Helm, Todd Gonser, and Kris Shane

A panel of industry experts joins our moderators to address the most common concerns faced during the transition to a preservation-focused model. This is your chance to participate in a deep-dive dialogue and troubleshoot the specific hurdles your agency is currently facing.

Each session offers 1.5 PDHs, for a total of 7.5 PDHs if you attend all 5 sessions.

Please note – space for this webinar is limited, and Florida local agencies are being given first priority!
