Pavement Management Perspectives from FHWA & FDOT

The Florida LTAP Center in partnership with the Florida Pavement Preservation Council presents the “Pavement Preservation Wednesday” Webinar Series. This series will take place on the last Wednesday of the month in 2022.

This course will focus on the key pavement management fundamentals from the perspective of Federal Highway Administration and Florida Department of Transportation. We will be focusing on Pavement Management Systems, condition inventory methods, decision trees to aid the selection of pavement treatments, metrics for gauging the effectiveness of pavement treatments, how to communicate results of projects, and analyzing the long-term effectiveness of pavement strategies as investment program alternatives. We will share a short update on FHWA and FDOT local agency programs as well.

Learning Objectives

• Become familiar with how other local agencies are practicing Pavement Management and learn what works and what doesn’t.
• Learn strategies to include pavement management at a strategic level.
• Explore ways a pavement management can be used to select pavement preservation treatments. Furthermore, approaches for using pavement treatments to inform the asset management process will be identified.
• Be able to identify metrics that can be used for gauging the effectiveness of pavement treatments.
• Input into how the outputs from the project should be presented to practitioners.

This webinar is provided at no cost and will award a certificate of training listing the Professional Development Hours (PDHs) or a certificate of completion verifying your attendance. Certificates will be awarded only for fully attending and completing this webinar. A total of 1.5 PDHs can be earned.

Panelist Bios:

Chris Evers is the Executive Coordinator from the Florida Pavement Preservation Council in addition to his role with Pavement Technology Inc., a company he joined in 2012. Chris was instrumental in the founding of the Florida Pavement Preservation Council in 2010. Chris has over 26 years of experience in the heavy highway construction industry. Chris has been involved in all facets of heavy highway educational efforts. He is the Past President of the American Public Works Association Florida Chapter. His involvement in the Florida Chapter has spanned a multitude of Committee Chairs, Task Forces and Officer Positions. In 2012 he founded the Public Works Director Roundtable and he also moderates the International PWD Roundtable at PWX. He has been an active speaker for APWA, FACERS, ASCE, ASHE, ARRA, Florida T2 Center, and the Florida Airports Council. A faithful disciple of Pavement Preservation, he will be our presenter today.

Jason Dietz has worked for the FHWA for 26 years in various field-engineering positions throughout the US. He has been working with the Pavement and Materials Technical Services Team at the FHWA Resource Center for eight years where he provides technical assistance and transfer of information. Prior to joining FHWA he worked for five years for a consultant on various construction projects. He is actively involved in developing, improving, and implementing technologies for pavement and materials. He served as co-lead for the Every Day Counts (EDC-4) Pavement Preservation When, Where and How advancement efforts, the FHWA Resource Center project manager for national Tack Coat Workshops in cooperation with the Asphalt Institute, and the lead technical panel member for developing the new NHI course 131139 on Constructing and Inspecting Asphalt Paving Projects. Jason obtained his B.S. and M.S. degrees in Civil Engineering from the University of Nevada, Reno. In his free time, he enjoys coaching his son and daughter’s baseball and softball teams as well as hiking with his family and dog Max and Cookie on beautiful Colorado trails.

Kyle Kroodsma, P.E. has worked for the Florida Department of Transportation in various pavement evaluation capacities for 10 years. He started on the Pavement Condition Survey team in late 2006, spending several months collecting network-level cracking, ride, and rutting information for State- and HPMS-level reporting. He then transitioned to project-level evaluations and spent 4 years collecting cross-slope and rutting information for design purposes. He also coordinated Falling-Weight Deflectometer (FWD) and Ground Penetrating Radar (GPR) testing for many of those same projects. Kyle returned to the Department in 2017 in the Central Office Pavement Management section, primarily responsible for finalizing, publishing, and reporting on the newly completed annual network survey. In 2021, the section moved to Gainesville, and he was promoted to the role of Pavement Management Engineer. Kyle is a registered Professional Engineer in the State of Florida and lives in Gainesville with his wife and son.
