Transportation Reinvestment Zones (“TRZs”) are an innovative and powerful Value Capture Technique to generate funding for transportation projects by capturing and leveraging the economic growth associated with transportation infrastructure investments. A TRZ allows a city or county to designate a geographic area around a proposed transportation project and capture the incremental property tax and sales tax revenues generated in the area for use in funding the development of that project.
