Value Capture Strategies Toolkit for Practitioners: An Overview

The constraints on Federal transportation funding have required State, local, and tribal governments to pay even a greater portion of their transportation investment needs. State DOTs and their local partners must find creative ways to raise new revenues to maintain the approximately 4.2 million miles of public roads, rehabilitate aging bridges, and fund new capital improvements to accommodate growth. Value capture strategies reach untapped revenue sources and can provide gap funding for transportation improvement projects, spur economic development, and create jobs. Value capture has shown it can leverage Federal and State grants, attract private capital, provide access to Federal low-interest-rate loans, and can seed funding to get the project off the ground.
The Value Capture Strategies Toolkit is a collection of resources for public and private transportation professional interested in exploring value capture techniques as funding and finance mechanisms for transportation projects. This Toolkit is based on research from the Center for Innovative Finance’s Everyday Counts Fifth Round Initiative (EDC-5). The Toolkit ultimately seeks to build a bridge from research to practice, leveraging the institutional knowledge developed by those that utilize such techniques to invite others to do the same. This Toolkit is anticipated to be helpful for both those who have and do not have experience in value capture implementation.
The Value Capture Strategies Toolkit is comprised of four components: 1) publication resource library, 2) value capture analytical tools, 3) project delivery tools, and 4) case studies. Together, these resources constitute a toolkit that State and local transportation agencies can use to advance value capture strategies across the country. Additional toolkits will be developed in the future for this initiative. As new components of the toolkit are completed, they will be added to this website. Users should begin with the Quick Start Guide and the Self-Assessment, and then navigate to resources that are most helpful for their stages of readiness.

TARGET AUDIENCE: Metropolitan and rural planning/programming organization, states, cities, counties, townships, and tribal transportation professionals. Anyone involved in development or administration of value capture techniques is welcomed.
