LAP Title VI SCAT Training & LAP ADA Training (Bartow / FDOT D1 North)

***This is an in-person training taking place in Bartow, FL.***

Local Agencies must comply with Title VI and other Nondiscrimination Acts and the Americans with Disabilities Act. Oversight of the federally funded LAP program requires the Florida Department of Transportation (FDOT) to monitor participating Local Agencies’ compliance with these federal regulations. The course is divided into AM and PM sessions.

COURSE ATTENDANCE

Local Agency Title VI and ADA Coordinators are required to take this training once every three years for LAP Certification. Local agency design project managers may attend the afternoon session to fulfill the ADA training requirements for LAP Certification.

LAP Title VI Sub-Recipient Compliance Assessment Tool (SCAT) Training Course (No. BT-05-0153)

This course provides an overview of Title VI Program requirements for sub-recipients of Federal-Aid Highway Program funds. Program requirements and local agency compliance with Title VI and nondiscrimination laws are discussed in detail, along with an in depth look at the FDOT’s Subrecipient Compliance Assessment Tool (SCAT). .

When is SCAT Required? Complete the SCAT whenever:

  • Every three years (generally occurs when a LAP agency certifies or recertifies)
  • It is requested by a funding or oversight authority (FDOT, FHWA, FTA, etc.)
  • There is change in the executive leadership of your agency
  • You need practice or want to train staff
  • LAP Americans with Disabilities Act (ADA) Training Course (No. BT-05-0062)

This course includes ADA regulations and requirements and demonstrates how the Department’s current design standards- FDM and Greenbook- meet or exceed the ADA. Topics include a detailed look at design compliance with the ADA on a typical LAP project, elements of an ADA Transition Plan, and how FDOT and Federal Highway Administration (FHWA) will monitor these program initiatives from the project perspective.
