FHWA/PPRA: Advancing Environmental Product Declarations (EPD) in Emulsions

The Asphalt Emulsion Manufacturing Association, or AEMA, is working toward developing Environmental Product Declarations, or EPDs, for asphalt emulsion In total, eight national average EPDs for the following asphalt emulsions will be delivered: Neat Binder Emulsion, Neat Binder Emulsion with Rejuvenator (Diluted and Undiluted), Neat Binder Emulsion with Fuel Oil, Polymer Modified Binder Emulsion, Polymer Modified Binder Emulsion with Rejuvenator (Diluted and Undiluted), and Polymer Modified Binder Emulsion with Fuel Oil. While these classifications of asphalt emulsion deviate from standard asphalt emulsion classifications (such as CSS-1, CMS-2, CRS-2P, etc.), since EPDs are often material based, classifying the asphalt emulsions by base materials is more logical. As of summer 2023, the Life Cycle Assessment, or LCA, is in the final review stages, the Product Category Rule, or PCR, is in the initial stages, and the EPDs have not yet begun. The LCA and PCR must be completed before the EPDs can be written. In addition to the eight national average EPDs, an online tool will be developed so individual manufacturing facilities are able to produce site specific and product specific EPDs.
NOTE: The use of EPDs and PCRs is not a Federal requirement
