CASE Webtool Virtual Workshops: May 15, 2023
May 15 @ 1:00 pm - 3:00 pm
The Federal Highway Administration created CASE, the Contracting Alternatives Suitability Evaluator, to provide your agency with expert support as you select the right contracting methods for your projects. The right contracting method often means the difference in delivering a successful project versus a project with cost and time overruns and the potential for expensive claims due to risk.
FHWA is offering a virtual 2-hour workshop on May 15, 2023, 1-3 PM ET. The workshop will show State DOTs how to use the alternative contracting method (ACM) analysis tools in the CASE Webtool. The focus will be on evaluating short-term alternative contracting methods, including design-bid-build (DBB), Design-Build (DB), Progressive Design-Build (PDB) and Construction Manager/General Contractor (CMGC), to determine which might be best for a project’s specific situation and goals.
Workshop Format: Demonstration of the CASE Webtool features by an experienced webtool user. Focus will be short-term contracting methods.
Who should attend? Those involved in selecting contracting methods. Those who would like to better understand the advantages and disadvantages of each contracting method. Project managers in State DOTs, regional, and local governments.
Registration required: Yes.
Optional pre-learning: Webinar playback: “An Introduction to the CASE Webtool (Contracting Alternatives Suitability Evaluator) CASE Webtool Awareness Webinar.” Presentation, Transcript
The agenda for the workshop is:
Part 1: CASE Overview & Short-term vs. Long-term Contracting Analysis
• Introduce Contracting Alternatives Suitability Evaluator (CASE) Webtool
• Overview of Short-term vs. Long-term Contracting Analysis
Part 2: Short-term Contracting Analysis Walkthrough
• Screening of Short-term Contracting Methods
• Project Risk Analysis
What is the CASE Webtool?
The CASE Webtool is an innovative approach to selecting your agency’s project delivery method. In addition to the traditional Design-Bid-Build (DBB) project delivery method, Alternative Contracting Methods (ACMs) effectively deliver transportation improvements by integrating design, construction, and sometimes private financing. The most common ACMs include Design-Build (DB), Construction Manager/General Contractor (CM/GC), Progressive Design-Build (PDB), and Public-Private Partnerships (P3s). ACMs are often used for more complex projects due to their ability to bring significant time and cost savings through improving risk management and incorporating innovation.
It can be challenging for an agency to decide when to use an ACM and which ACM to use for a given project. FHWA’s CASE Webtool helps transportation agencies select the best alternative contracting options for their projects.
Benefits of Using the CASE Webtool:
• Provides a structured approach to evaluating both short-term contracting (e.g., DBB, DB, CM/GC, and PDB) and long-term contracting (P3s).
• Designed to be used collaboratively within transportation agencies by project delivery teams.
• Uses a rigorous quantitative and qualitative approach based on national expertise that is consistent, understandable, and defensible.
• Customizable to address an agency’s local requirements.
• Assists agencies with teaching the strengths of project delivery methods.
