With today’s ever-shrinking budgets, limited resources, and increasing expectations for service, it is essential for public works managers to accurately measure the efficiency and effectiveness of their agency’s performance. A critical factor in selecting such measures is ensuring they are aligned with the agency’s mission and direction. These measures should provide a method of accountability to the organization’s stakeholders, direction to its staff, and gauges of success.
This presentation will describe, how two agencies have identified and selected measures that are linked to their missions and organizational goals, as well as their budgets and agency directives. The process focuses on the adoption of quantifiable measures which can be compared against annual performance plans to monitor the critical success factors of their agencies. In addition, the presenters will discuss the method of linking these measures to a performance plan and short-term maintenance schedules. An added value to the process is that it allows for the comparison of both internal and external benchmarks to identify opportunities for improvement. The presenters will further discuss the involvement of employees in the process to ensure buy-in and added value. In conclusion, the agencies will share the challenges and potential pitfalls in identifying, implementing and measuring such critical success factors.
